I like J.C.R. Licklider's Intergalactic Network idea because it centers people instead of computers.
My playful paraphrase of this notion: an intergalactic network is a community based around collaborative knowledge production and the internet is one technical implementation of this idea. It's fun to imagine other ways the intergalactic network might exist, or does exist, aside from being a particular assemblage of computers, protocols, and content.
Nam June Paik: “Cybernated art is very important, but art for cybernated life is more important, and the latter need not be cybernated.”
Or, how about: The internet is very important, but the intergalactic network is more important, and the latter need not be on the internet.
